The purpose of this article is to provide an understanding of how Natural
Language Processing techniques are built and apply them in the specific field of financial
regulation, to perform semantic matching search between rules and policy when there
is no dataset to perform a supervised learning. We outline how we can outperform
simple pre-trained sentences-transformer models using freely available resources and we
explain the mathematical concepts behind the key building blocks of Natural Language
Processing.
